Position Title: CEO
Client Co: SGRF (State General Reserve Fund)
The CEO will be responsible for providing strategic leadership and vision of the Company through developing the over-arching vision for the Minerals sector of Oman with the input and collaboration of the Board. The CEO, also, will be able to create a blue print for growth of the Mining industry on a national level and will understand how to link the Sultanate across its diverse geographies and cultures.
The CEO shall have responsibility for creating value for the Company’s shareholders over the long term (i.e., a 5 to 10 year time frame) while ensuring that the Company’s critical short term performance goals are met and are met in a way that optimizes the Company’s ability to create value over the long term.
After completing a local Advertised Search (in Arabic & English) and an International Executive Search campaign in support, a shortlist of 6 executive candidates were presented with the new CEO being appointed after board interview.
Deliver long term value: Lead the growth of the Company as a leading profitable and sustainable mining, metallurgical processing, and Exploration Company. * Building the capability to identify, acquire and exploit growth opportunities. * Finding, developing and operating mines and metallurgical operations profitably and responsibly. * Determining and executing upon the best use of the Company’s capital to optimize the creation of long term value for the Company and its shareholders. * Develop the over-arching vision for the Minerals sector of Oman with the input and collaboration of the Board. * Create a blue print for growth of MDO in the Mining industry on its participation on a national level, as per comment above. * Strategize to establish MDO as the Sultanate link across its diverse geographies and cultures. * Set and adjust the Company’s strategic vision for achieving the Company’s long term goals in a global industry. * Developing and implementing strategies for major transactions including mergers and acquisitions, partnerships and divestments, as well as organic growth. * Lead the strategic planning process for the Company and, with senior management, recommend to the Board of Directors goals and objectives for the Company * Execute the strategic and tactical operational growth plans for the company, as it relates to new business opportunities including the selection of targeted commodities, geographical areas of investments and potential strategic partners. * Managing of exploration programmes through bankable feasibility studies to development and production. * Develop a platform for investment appraisal and acceptance thresholds including but not limited to the establishment of financial parameters and valuation of the socio economic, regulatory and political risk and benefits that is acceptable to the Board. * Active promotion of the Company’s strategic vision throughout the organization. * Continuously evaluating industry trends and events that may affect strategy. * Managing and integrating business units as appropriate. * Establish and maintain strong relationships with industry peers and major mining companies to ensure the company’s continued growth. * Shape organizational culture to position the Company for success. * Provide general oversight of the company’s activities and be responsible for efficiency * Assure a smoothly functioning of the organisation in order to deliver into the agreed business strategy efficiently. * Lead key initiatives that promote and enhance desired organizational values, including integrity, leadership skills, safety, environmental and social responsibilities and the development and motivation of key employees. * Assure quality and organizational stability through continuous development and implementation of standards and controls, systems and procedures, and regular evaluation.
Risk Management and Disclosure * Assure adequacy in record keeping of all legal and regulatory documents and monitor compliance with relevant laws and regulations. * Ensure that appropriate budgeting, internal controls and reporting and disclosure systems are established and maintained to provide accurate and complete financial reporting for management purposes and to ensure that reporting to the Board, investors and regulators is of the highest quality and integrity. * Ensure compliance with mining regulatory requirements and contributing at a national strategic level with the generation and implementation of sustainable development policies, addressing the financial, social and environmental areas wherever investments are located. * Ensure that effective systems are in place to identify and manage business risks and that such risks are within acceptable levels. * Efficient management of cost centres and allocation of capital to the company’s priority projects in line with Board Approved Business Plan. * Building and leading the senior executive, technical and commercial teams including training and succession planning of Omanis to ensure the creation of next generation leaders to achieve strategic and operational deliverables in a sustained competitive manner. Business and Organizational Management * Develop a comprehensive strategic platform for the creation of a diversified and sustainable portfolio of investments in the minerals sector. * Drive peak performance in an efficient team of dedicated experts and/or external consultants in the sector, capable of providing technical, commercial and legal support and expertise in both the pre-investment and the operational phases of the industry cycle. Develop a platform for investment appraisal and acceptance thresholds including but not limited to the establishment of financial parameters and valuation of the socio economic, regulatory and political risk and benefits that is acceptable to the Board Technical and Soft Skills * Excellent communication skills, both written and verbal in English are required. Arabic language is an advantage. * Business acumen to understand business risk and challenges, and recognize corporate opportunities. * Ability to transfer the geological value of exploration projects into increased shareholder value. * Capacity to review projects and ideas and articulate the best opportunities to stakeholders internal and external to the Company. * Possess the gravitas and pedigree to lead an accomplished team of executives. * Understand the investment process for delivering a portfolio of successful mining assets. * Develop a platform for investment appraisal and acceptance thresholds including but not limited to the establishment of financial parameters and valuation of the socio economic, regulatory and political risk and benefits. * Understanding of international codes for certification of minerals resources and minable reserves. * A good track record in industrial relations and dispute resolution in relation to mining assets.
* Understanding of processes, operational budgets development and implementation of a strategic and operational plan for projects execution. * Project management experience in executing mining and processing plants projects. * Demonstrable record in mining exploration and project development cycles. * Demonstrable record of efficient management of mining and processes operational costs. * Understanding of mining financial statements in accordance of IFRS & GAAP. * Management of Board reporting requirements. * Management of Public Relation requirements. * Capability to interact with organizations at the highest level internationally. * Attentive to international socio-political and economic development influencing the mining industry performance. * Compliance management. * Strategic thinker. Skills / Qualifications & Competencies:
Minimum 20 years’ experience in the mining sector with 5 years as CEO. Managing a publicly listed mining company is an advantage. * Strong business and financial acumen with demonstrated interpersonal flexibility, initiative, innovation, perseverance and integrity and ability to work with a sense of urgency in a positive participatory attitude to achieve company goals. * A track record of successfully implementing major mining projects on time and on budget with a strong focus on health, safety and environment. * Experience with developing strategy for mineral projects transitioning from exploration to operational capacity. * General understanding and demonstrable record in managing exploration, construction and operation of a mine. The same for a downstream or beneficiation plant joined with mine/s is an advantage. * An inspirational leader and strong team player, with the ability to operate and excel in a growing environment. * Exceptional stakeholder engagement coupled with well-developed business development skills. * Sound financial, commercial and business acumen, and an ability to objectively assess risks and business performance. * Understanding of the international market dynamics of mining commodities including the influencing socio-economic and strategic aspects. * Understanding of the processes involved in the identification, valuation and finalization of investment and acquisition opportunities in the mining sector (multi-commodities). * Capability to develop a comprehensive strategic platform for the creation of a diversified and sustainable portfolio of investments in relation to the mining industry. Acumen knowledge in rail and complex logistics is an advantage. International multi-cultural business management experience in GCC or other countries
A Bachelors’ Degree in Geological Sciences or Engineering. Degree in Mining Engineering preferred * In addition MBA, Masters in Mineral Economics or Management and Commercial related discipline is an advantage A corporate member or fellow of an internationally recognised professional mining association is an advantage.
Indicative Salary Total Remuneration Package: $ TBC
